Scroll wheel vertically scrolls multiple lines of text

This is a petition I received and am now posting here (with some spelling corrections). I verified it does the same thing using the official GNU/Linux client. The same thing also happens in the main, system tabs and probably the rest.

Rotating the mouse wheel in Windows XP SP2 (in the petition submit window) is scrolling more than a line (I think this is part of Window's definitions, but I consider it would be better if it went down only one line, so that we didn't have to use the bar, as it(the scroll wheel) is more handy)

personaly i like when i scroll few lines with one scroll with the wheel. And i think it is onfigurable somewhere in windoze. I wouldnt mind if the sane settings were used by PS.
But yeah, bug tracker...

   It is a bug but I would like to add that I have the same problem with Vista it scrolls down 4 lines at a time.
