Experiment with non-toxic stuff like vinegar. Pour on the balcony ledge or whatever. There must be something they cant stand the smell of. The commercial alternatives for getting rid of them are nasty, at least one compound sold to building maintenance services burns their feet so they don't stay around.

Who would have thought pigeons would get so much attention. Maybe just ask nicely and they would go away.

Zorbels I never watched that show because I was told it was so bad. I am glad I didn't.
UTM, that thing looks hurtful.
Finally, who is to say a bird might be a better neighbor then a human one? It might be so.

I hear that all pigeons are strict vegetarians.  So, try inviting them all to a party and serving only steak.  They should get offended that you served them meat, knowing that they refuse to eat it.  Then they will shun you and your balcony.
