Release v0.4.00 file mirror (direct download)

Greetings all,

Thanks to neko kyouran, because of a thread lock he initiated on the old version, I've been poked about the new version.
All files have been added once again and the downloads are made public for everyone to get. Next to that we'll be also trying to seed the torrents with the same machine!
