what is the blue bar on your skills for?

in the skills bars ther is a thick yellow bar on a read bar that i asume is how far allong to maxing out that skill you are
when i buy skill with progress points and trias it bigins to fill with green this i asume is how far allong to increasing thelevel of the skill i am
if that is corect what is the thin blue bar that runs across the top of the yellow/red bar that just fills up when i kill enamys then stays full?

Trianing seems a bit awkward.  I think I wasted money on training already, because I did not "stick around".  I did not know that I had to stay there to get the training, and there is nothing to remind me of that.  It would be better if a message would pop up saying "you can't train in that skill yet" if you don't have enough of something to do it (it would be even better if it would say "you need X more money or more points or whatever") and once you start training, you are unable to leave before training is complete.  That way you don't lose money, get frustrated or just get a big surprise when your training "didn't work".  OR at least return your money if the training isn't completed.  OR have the program keep track of how far along you got and when you return to the trainer, he asks if you want to continue the training (This takes more programming, and is a bit problematic itself, but is preferrable to losing hard earned money)

Also, it would be easier if you just had one bar that turned color indicating u can train in something (like you do already), but instead of the small blue bar, which is hard to see, just have the bar flash when you can train in it! or be boxed in by a noticeable color or a halo showing that you can train. or a box at the right side of the experience bar that is empty until you have enough exp to train, then has a red or gold fill in it.  this would be easy at-a-glance notification that you can train in that.  it would also be cool if only skills that you can train in showed up at all as default, instead of all of them.
Also, it is difficult to remember which icon does what.  I know if you rest your mouse over it for a second or so, it tells you, but it would be easier if the icon was bigger and showed a picture that indicated its function.  people get to remembering those and can do things quicker and easier.

Yes, I'm new, so I am still unfamiliar with many workings, but even a green icon for training and red for exit would help.  both icins in that menu look identical.

granted, that is what the blue bar is about.

its not about "rushing through"  I'd just like to be able to look at my controls and know what each one does without having to do a mouseover.  With so many icons looking pretty similar, it is hard to remember which one does what.  I know with time EVENTUALLY even my fading memory will learn some of them, I'm just saying that they could perhaps be more distinct and clear.  I saw a re-skin of the window boxes and it was pretty clear, but still some things were not as clear as I would have liked. 

OFF TOPIC:(kinda like Hydalla, the city I spawned in.  It was so dark I couldn't see anything, so I left.  Now I find I have to go back to train there.  Still cant see squat.  I tried the allbright command, but I must not have the syntax right, cause it didn't do anything.)

-fullbright, not allbright. Even so, it might not work because some maps use the lighter2 technology where -fullbright is no longer available. If you can't adjust your monitor's brightness I'm not sure what to suggest. It never gets so dark for me that I can't make things out, for example.

As for the icons, I think a lot of them definitely need to "pop out" more. But, it's certainly not that hard to figure out what they do. I think the graphics really are self-explanatory.
