Training Gone Wonky?

The training code seems to have gone completely fubar for me. 

It tells me "You have received <insert skill here> training", but nothing happens to my actual stats.  In one case it took money and progression points from me when this happened, but in other attempts it hasn't taken either, but has still given me a message saying I've received the training.  It was working all right earlier today, but then went all goofy a few hours ago.

Is this happening to anyone else?
