I am using Linux if you are using another operating system it may be different. I got it to work for a file in my home directory.
1. Buy a book, ones bought before they were updated might not work.
2. Right click on the book.
3. Click on the Edit this book icon, top left corner of the book window.
4. Click on Load button.
5. Type in the filename.
6. Click on OK button.
Book will be truncated if it is larger than 3000 characters. Step 5 is where you might have a problem. It is unclear as to how much of the path you need to include or which directory it will look in with no path supplied. It would not accept the full path for me /home/bill/newkey.txt it did accept the relative path ~/newkey.txt where the ~/ indicates the users home directory.
I'm filing a bug report.

As to the path - on my WinXP system standard seems to be the planeshift prorgram folder (i.e. c:\Program Files\PlaneShift Steel Blue\ or wherever you installed the game to). It's where the game also saves books to. Haven't tried yet to load books from a different directory so I don't know about the path syntax thingie.
One way to find the standard folder might be to first save a book from the game and then search your HD for the filename the game displays (seems to be book#.txt with # being an increasing number).

Loading works the same way Prolix described for WinXP, too. Just be sure to include the .txt ending for the file you want to load. I forgot it yesterday and the game didn't find the file. With the ending no problem.
So much to do - and so little time...

All i do is save the file in the place where books are automatically save and then only type in the filename. I.e. [filename.txt] it works just fine for me.
