Can iron 9 iron INGOTS and 1 coal make steel. or does it have to be iron ore? :-\

Try putting the ingots back into the furnace until they melt into iron ore.

it has to be iron ore.
you can't turn ingots back into ore, when you melt ingots you get molten iron

As Cebot has pointed out this is not correct, iron ingots melt into molten iron.
