Can you have pets in this game and if so, how and where

yes but you must collect a few items for different quest giver to get the required item to have a pet

Pets in this game are not really pets but more like familiars. They are semi intelligent summoned creatures bound to a specific item. You could try to adopt a kikiri or rat or whatnot. There is no functionality for it, of course, but if you role play it well enough at least some of the other players will spare its life when you are around. Then again you can always have an imaginary pet, purely role played that goes around with you but people might not notice it  if you do not constantly mention it.

Familiars are obtained from doing a quest in game.  Which NPC gives out the quests and the solution to go about doing the quest will not be given out publicly due to the no spoilers rule we have.

You are free to go in game and ask politely of your fellow players for help however.

When I said adopt I meant go stand beside them and interact with them in a role play manner, protect them from other players who come along or whatever. The critter you are trying to adopt will of course pay you no mind at all unless they are aggressive in which case they will attack you, but perhaps other players will humor your claim. This suggestion was separate from the one to completely make up a pet although it had similarities. Perhaps it was not particularly helpful advice.
