winch access? on new 0.5.6 update?

hey so id like to get a pet so i dont have to walk everywhere ha, how do i go about that now? do i still need winch access? and whatnot?

You will need:

1) a pet animal and the ring that keeps it
2) a specific item, related to the kind of mount animal you want to have
3) enough money for a tax
4) Winch access to obtain the license to have it
