Is there any way to resize the icons and chat box in game instead of getting rid of them completely?

You can edit planeshift.cfg to resize 2 windows. Icons are at a fixed size.

You can resize the chat window by dragging the bottom right corner of the chat window.

I guess you could do it manually in the planeshift.cfg file, but why would you?
Anyways, in the planeshift.cfg file look for these values:
Planeshift.GUI.CommWindow.Width
Planeshift.GUI.CommWindow.Height

I think those are the ones
