the weapon could also go to a building (consequently a museum or a building to that effect

If you could steal from the museum etc, there wouldnt be much point having one because it would always be empty due to people pilfering everything in it.

not if you had strong enough guards or just really good security around it...

Yeah I guess... Would sort of limit the weapons to high skilled players though who may not necessarily need a rare weapon.
