Clouds are steam, just like fog. If the temperature drops, the humidity in the cloud will go above the maximum for the temp., thus the excess water will fall down as \"rain\" as it can\'t stick to solid surfaces (in fog, it\'ll just condense at plants / whatever (known as dew)).
Since the crystal will be hot, and there being air right to the top, clouds might not be possible at all since the higher you get, the warmer it\'ll become, so the water would rise to the crystal never to be seen again, unless there is something else that makes the clouds come down again, or I didn\'t understand correctly how rain works.
