URPS Constitution
We envision The United Realm of Planeshift (URPS) as being a Grand Alliance. In addition, we thought it best to first define what a Grand Alliance is to us: An inseparable bond between a plethora of groups who have a similar objective, enlaced and fused together by Loyalty, Honesty, and an unweilding passion for relative peace with an unwaivering acceptance of all. It will forever except all alignments that do not conflct with our nature. We must understand that Good, Neutral, and Evil, cannot exist without one another. We are not bound in words alone, but by destiny... If the balance between the three was ever disturbed the Realm of Planeshift would be a mere memory of the fortunate... We must coexist to ensure survival.
Alpha
We the people and guilds who comprise Planeshift, in order to establish a more perfect union, have bound ourselves together in a Grand Alliance, with the creation of the United Realm of Planeshift Organization.
Section I.
The URPS will be comprised of five entities: The Council, The Yliakum Pact, Talad\'s Defender, Merchants of the Claw, and the General Assembly.
Branch A.
The Council:
The Council will oversee the breadth of the URPS Grand Alliance: from the Yliakum Pact to the General Assembly.
In addition, the Council will decide on Guild membership (Accept/reject new members), ammendments to the Constitution, and all punishments created and enforced.
The Council will have the ability to tax though it has been struck down unanimously at the moment. It can also call for a pool of money to be created. This may happen if the Council believes that it is in the best interests of all entities in the URPS.
It can call up the URPS Militia ( Will be defined under Talad\'s Defender), though It will refrain from interfering in the wars between any guilds or alliances unless a vote passes through the Council. Its members, when needed can cast a vote, and if it succeeds, they will be helped through negotiations in peace talks and if need be, with the Militia. However, this is last resort, our money and Militia will only be sent by a 3/4 decision of the Council. Wars between two or more members that are in the Council are not its main concern, they will be dealt with as just another case heard before the Council.
In addition, the Council will meet biweekly at a time agreed upon by the Council so that everyone can get involved.
Membership:
The Council will consist of every leader of every guild (in the URPS), distinguished members from those guilds, and highly valued Individuals. Each guild can have two total members on the Council, Each Council member will have a vote equal to one. In case of a tie the Seer of the Council will cast a final vote deciding the outcome.
The Seer of the Council: It must be a very active member who is willing to spend the time perfecting the URPS. This person will oversee the Council and only vote if there is a tie. He/She will serve a one month term with an addition consecutive month if voted back in office by a simple majority. The Seer will also elect a Protector of the Realm. The Seer can be removed from office if a petition is brought against him by any member of the Council and the Judges vote unanimously againt the Seer. Must be a leader of a guild.
Protector of the Realm: This member will be chosen by the Seer. If the Seer cannot be present at an official meeting, the Protector will take his/her place. This person will have a dual role. He/she will also be the head of the Yliakum Pact. This will be a well respected member who holds great influence in the Realm of Planeshift. The Protector will also serve a one month term and can only be removed by the Seer. Cannot be the leader of a guild nor of the same guild the Seer is from.
Branch B:
The Yliakum Pact:
The Yliakum Pact will be headed by three Council members: Lawful, Neutral/Non Aligned, and Chaotic. It will oversee the recruitment of new guilds to the URPS and they will create briefs to petition the Council for new membership.
This is no simple task. They will be researchers, getting an indepth view on a variety of different guilds. From here, they will negotiate an alliance with that guild in question and finally have a well organized and highly informative brief that can convince the Council of the guilds worth to the URPS. A great deal of the URPS\' success will depend on this entity.
Branch C:
Talad\'s Defenders:
Talad\'s Defenders will oversee negotiations whether it is through peace treaties or cease fires between guilds in the URPS or guilds on our periphery. At this moment there will be five negotiators. They will be Lawful aligned so they will uphold what the URPS Council determines to be right and wrong. In addition, they will have to be respected members of the Planeshift Realm.
In addition to negotiators, the URPS will need enforcement capabilities when negotiation is no longer an option. We will call up a Militia of 15 members when needed. They will be under direct control of the Council, and will be comprised solely by URPS members. Each guild leader will have to submit a three member list to the Council of their most active players who are brilliant strategists and warriors, who can work effectiviely in groups. The Council will make the final decisions on who joins the Militia. If a guild does not participate in combat/conflict then this is void.
Branch D:
Merchants of the Claw:
The Merchants of the Claw will oversee the entire economy of the URPS. This will consist of buying and selling of property, running the shops of URPS, and doing the resource gathering: mining, lumbering, etc...
Merchants of the Claw will carry with them the greatest burden in this organization. They will control nearly all of the URPS\' money. Whomever recieves this position will be highly trusted by all and they will uphold and champion honesty and integrity.
Branch E:
The General Assembly:
The General Assembly is the entire breadth of the URPS. It consists of all individuals and guilds that are involved. Its functions are quite simple. It is the fuel behind the URPS. This is where the ideas freely flow, where the people give back to the community, and what moves the URPS to perfecting what has never been accomplished. It is filled by people with unbreakable wills and the determination to complete this never ending quest for balance.
Section 2.
Judicial Branch
The URPS must keep a balance between Order and Chaos. In order to combat this a law making body has been created. The URPS law making body will consist of three judges. They will determine if acts are unconstitutional and will defer to the Seer of the Council to pass judgement. Each judge will serve a two month stay in office and will not be able to serve consecutive terms.
The URPS Code of Honor
Edict I
A URPS member cannot attack another URPS member out of anger, greed, or hatred.
Edict II
URPS members must respect every other URPS member by being Courteous, helpful, and tolerant.
Edict III
Every URPS member must present themselves in a respectful way in the realm of Planeshift. No cursing at players out of hatred, no singling out newer players in an attempt to show your superiority, and if asked, help whomever you can, as long as it does not go against the nature of the URPS and is plausible.
Edict IV
Any guild, that is a member of the URPS, should not declare a guild war or initiate a guild war against a guild not involved with the URPS without the Council\'s approval. Without Council appoval, the guild in question will recieve no help from the URPS in their war unless it is imperative to our (URPS) existance.
Edict V
Every guild, that is a member of the URPS, must follow all edicts, rulings of the Council, and rulings of the Judges.
Edict VI
Any case or issue brought before the Council must be presented with integrity and in truth.
Consequences
For knowingly defying Edict I - III, it will be punishable by a 100 tria fine on the first offense, 500 tria for the second offense, and 1000 tria for the third offense. Anything past three offenses will be left up to the Council to decide, with a maximum penalty of 5000 tria.
For Knowingly defying Edict IV - V, it will be punishable by a 1000 tria fine on the first offense, 5000 tria on the second offense, and 10000 tria on the third offense. Anything past three offenses will be left up to the Council with a maximum fine of expelment of the guild in question.
For knowingly defying Edict VI, it will go strait to the Council for judgement. The guild in question could be fined any amount of money the Council sees fit and this guild could also face expulsion
All offenses acquired during one month will be lessened by one at the end of each month.
All offenses will be reset each month.
