There are somehow two kinds of \"too dark\" in the sewers - one is a missing ambient light level, another seems to be a partially confused lightmap. \"No ambient light\" alone may not be the only reason for suddenly black areas from one segment to another, in my personal opinion...
But no reason to cry about it, it is not hard to fix that:
Go into the sewers, try to get as deep into the darkness as you dare, then quit.
Extract the file \"world\" out of the file \"sewers.zip\", open it in a text editor which is able to edit huge files (Notepad in Windows 2000, XP ... is able, in Windows 9x/Me is not), search for the appearance of the text \"
\", and edit it to:

Zip the file \"world\" again into the file \"sewers.zip\". Enter the game using the command \"psclient -relight\". This will take a bit longer...
When you appear in the sewers finally, you should quit (else every map you enter will be relighted again). Then make a backup of the file \"sewers.zip\", or set it to \"read-only\".
And before you call me \"cheater\"... Hey, the option \"-fullbright\" is even more cheating. An ambient level of \"0.02\" is very low, yet more than total black. Use e.g. \"0.1\" if you prefer to see even more...
