We don't hear that style of speach as particularly American.  It's heard as feminine more than anything else.

Not particularly American. Just American. Besides, you hafta admit it'd be less creepy if it was say... a feminine Frenchmen (maybe more creepy if it was a masculine Frenchmen :P)

A man with a feminine French accent (or worse, Belgium) is creepy as heck.

French accents are feminine by default. I've never heard a manly frenchmen...
And I've never heard of a feminine Belgian...
