"The language in-game is English. You may use other languages in private messages like /tell, or in guild chat. This allows all the players in the game to interact with each other regardless of where they are from - and prevents the separation of the community into groups based on nationality."
sounds to me like it is OK to talk other than English in guilds.
Right. Which is why I said:
This goes for speaking in Turkish in the main open chat area as well. It is not allowed and there is no compromise. These rules are set in stone and not up for debate. You are free to speak in any language you choose in the guild tab and other channels, but in the main, open channel, English is the only allowed language. (Exceptions being, using a few words from made up languages designed specifically for PS here and there in your text to add flavor.)
Again, tells and private groups and the guild channel and whatnot is fine, but the public channels must be in English.

NO mention hear of a country based guild.
My personal view is that forming a guild that has members that are all from the same country is fine. ON THE CONDITION that the guild has an IC reason for existing. The guild can't simply exist for OOC reasons, it needs an IC reason to be.
Why? Because if my character walks up to your character that is in this guild and asks them why this guild exists, my character better be getting an IC reason back. Not "because we all live in Turkey." The game tries to limit as much OOC talk as possible.
On the topic of only letting people of one nationality into the guild. I find that to be fine as well. BUT if I were to apply for membership in the guild, and were turned down, and then I ask why, the response I get better not be: "Because you aren't from Turkey." There had better be an IC reason given, again, because the game is trying to limit the usage of OOC events and talk as much as possible. I don't mind not being accepted into a guild because I'm not from that country, but there better be an IC explanation for it as well.
If people are not willing to follow these rules, they are free to not play PS.

and now that I have read all of this thread...
