A nondev moderator generally has more time than we devs do to read through the forum and take care of anything that may be out of place. They are handpicked and thus the devs trust their judgment. If you feel that a moderator handled something badly, then try to discuss it either with that moderator, or another if you feel you didn't get anywhere with the first.
But if nothing happened and you're just saying "They shouldn't be here," I disagree. The CVS history is open for anyone to read and thus many code changes are public. I haven't seen a nondev moderator close any threads about internal art or settings material, either.
Again, if you have a moderator complaint about a certain incident, you know how to handle it. Otherwise if there is no specific incident where a mistake was made, I am going to assume that our mod team is doing an alright job.
