Actually, both are correct, as it all depending on which counting method your country and the people around you have adopted to use.
Some countries prefer the ordinal method of counting the Gregorian calender, whereas others use a cardinal based counting method.
ordinal: centuries, decades, etc all start on 1 and end in 10.
cardinal, all start on a nice even easy to use 0, and end on a 9, as the fact that there was no year 0 is ignored and the entirety of all dates BC are consider as year 0. this method is also widely adopted as the defacto standard for ISO 8601, which is used in official time keeping for that nifty little clock down there on your OS.
