I agree that it's not easy to answer. It depends on the situation, ie: whether my character knows the individuals involved, has a history with the guild/group, has completed a quest that would give her access to the information, etc. Some things can be overheard, say in a pub or other public area.. and sometimes the things overheard can be interpreted incorrectly, as in overhearing only a small part of a conversation. I remember the game I played as a child where we had to whisper something to the person standing beside us, and they whispered it to the next person. The whisper would go all the way around the circle until it got back to the person who originated the whisper-- and it was invariably inaccurate by the time it made full circle.
Although some stories posted to the forums would obviously become part of the libraries permant colelction, I kind of assume that most stories don't.
