6150 LE is a PCI-E video card and the 256MB it's showing is most likely a non-physical RAM but rather a system RAM. On the other hand, you do have 2Gigs of RAM. Not sure how well that would translate into PS performance, since I've never used such a card.
If he truly does have 11mbs, it's possible that his ISP offers it. My ISP, for example, offers many internet packages, including 250 kbps, 5 mbps, 10 mbps, and 25 mbps.
Karyuu, what are you doing using an analog connection with such a kick-butt video card and an LCD monitor? I know your specific monitor supports DVI but unfortunately only comes with a VGA (analog) cable. Try picking up a DVI cable, and everything should be sharper/cleaner. Nah, I'm not trying to do a "song and dance" about DVI. You may be perfectly satisfied with analog. It's only a suggestion.
