To clarify and I may have missed it in the previous pages of discussion, [I'm not much of a forum guy.... I get bored easily] What is a PR dev? What do they do? I'm interested in GM and turn 21 in April, but I want to make sure I have the time available to commit to the project. What else might be good for me? I'm helping in settings for now as well till Xillix deems me unworthy. 
PR dev....public relations developer: someone who develops public relations? I know you can't use the defined in the definition, but it makes sense.
Public Relations can have many dimensions to it, the wikipedia article gives you a general idea of what it encompasses. Each organization will have its own unique needs, some of which public relations can attend to. However, there is one universal aspect to public relations that PlaneShift has: publicity. Yes, advertisements do fall under this category, but this is what happens before and after the advertisements happen. You find a good place to mention PlaneShift according to target audience, say a MMORPG website with a forum. Someone comes along and decides that PlaneShift isn't as good as they would like it to be and start making accusations, etc. You go back to the forum, and point out that yes, PlaneShift may not be equal to say WoW, but here are some following points that make it even better, in another direction. That's just part of it. Another part of publicity would be answering questions about PlaneShift. Journalists ask the questions and PR answers them.
